I think therefore that Major Macpherson should be at once in communication with the Master of the Mint with a view to the selection of the four principal subordinate officers for the new mint. He must be desired to submit their names for the Governor's approval, together with testimonials that it is possible that their services may be dispensed with, and distinctly that their salaries will not commence until the arrangements for the establishment of the mint are completed. Or rather I should propose, until they have actually embarked for the Colony, as all the preliminary arrangements are being effected by Mr. Linden and the Master of the Mint, and this condition may expedite matters.
Major Macpherson must also be directed to submit for this approval the plans and specifications for the plant and machinery required, not to incur any expense on account of the Colony without having obtained the sanction of the Secretary of State.
I send a copy of the letter appointing Mr. Kinder as Master of the Mint and the four officers he appointed on the terms which were specified in the letter to the Treasury of 31 Oct.
The Acting Governor, owing to some misapprehension, delayed passing the Ordinance for the Establishment of the Mint in the Colony, but he has been instructed to do so at once.
